As FLANAGAN’s CEO, Reece drives company growth through strategic hires, partnerships, and ensuring the delivery of a quality product. With 10+ years in the Texas market, he excels in designing civil infrastructure and assembling specialized teams for diverse client needs.

Reece’s professionalism and technical understanding facilitate effective collaboration with cities, counties, state and federal agencies, and developers to secure optimal solutions.

Renowned for managing projects with urgency and professionalism, he held project management roles at firms like HKS, Kimley-Horn, and mma before starting his own company.

Reece holds a Bachelor of Science in Civil Engineering from The University of Texas at Arlington and an MBA from Texas Christian University.

juliana flanagan

Juliana is a dynamic leader responsible for executing FLANAGAN’S long-term vision. In her role, she oversees key departments, including HR, Marketing, IT, Accounting, Compliance, and Administration, ensuring seamless operational coordination.

She earned her Bachelor of Arts in Organizational Communication from the University of Texas at Arlington (UTA). With experience at a Big 4 Accounting Firm and several non-profit entities, her blend of organizational experience has laid a strong foundation for operational excellence.

Her expertise extends across multiple domains, from workflow automation and integration to general firm compliance, Juliana’s commitment to operational efficiency helps everyone else focus on their key roles and responsibilities.

DIRECTOR OF MEP ENGINEERING

Michael Siebenthall

Starting as an Electrician’s helper in 2000, Michael quickly advanced in the DFW area, becoming a trusted Mechanical, Electrical, and Plumbing (MEP) Project Manager. In 2024, he joined FLANAGAN as Director of MEP Engineering, bringing a wealth of experience in mechanical, electrical, plumbing, photometric analysis, and project management.

Michael holds a Bachelor of Science in Construction Engineering from the University of Southern Mississippi (USM) and an Associate Applied Science in Business from Tarrant County College (TCC) in Fort Worth, Texas.

With approximately 1,000 projects under his belt, Michael’s influence extends across multiple states and sectors, showcasing his unwavering dedication to excellence.

Civil PROJECT MANAGER

Kellan Black, PE, ENV SP

Kellan is a proven team leader with extensive experience in project management, civil design, and site development throughout Colorado and Texas markets. In 2024 he joined FLANAGAN in an effort to expand the company’s footprint, into other major development markets.

Kellan holds a Bachelor of Science in Civil Engineering Technology with a Minor in Mathematics from Metropolitan State University of Denver (MSU Denver).

He has completed hundreds of projects in Colorado and Texas, with a track record of excellence in multi-family, mixed use, single family, and commercial land development sectors. His design expertise includes detailed grading, storm sewer collection systems, detention design, sanitary sewer systems, erosion control, and private and public roadway.
